After further investigation and testing the ideas on the target group, I found that traffic alerting and route updates were not of great interest due to other similar functions already available on the market (such as Waze, a GPS powered by people in traffic). Though, the parking service made the target group excited! Therefore, I choose to further narrow down to a great parking service solution.
